QUESTÃO CERTA: Nas discussões sobre os valores primários e secundários ou sobre a utilização dos documentos permanentes, NÃO se pode ignorar que se refere às suas vertentes administrativas.

Primeiramente devemos entender a diferença entre valores primários e secundários dos documentos.

Valor primário: refere-se ao valor que o documento apresenta para o funcionamento da instituição. É o valor pelo qual o documento foi criado (todo documento nasce com um objetivo administrativo) e por isso está presente em todo documento quando de sua criação. É um valor temporário, perdendo seu valor administrativo quando atingir todas as finalidades que se possam esperar do mesmo para o funcionamento da instituição.

Valor secundário: refere-se à possibilidade de uso dos documentos para fins diferentes daqueles para os quais foram originariamente criados, quando passa a ser considerado fonte de pesquisa e informação para terceiros ou para a própria administração. O documento pode, após perder valor primário, adquirir valor secundário, mas, se o fizer, ele se torna definitivo. Isto significa que o documento, ao adquirir valor secundário, não o perde mais.
É também chamado de valor mediato ou valor histórico. 

Com isso temos que o documento, após perder seu valor administrativo, pode ou não adquirir valor histórico, e uma vez tendo-o adquirido, este se torna definitivo (permanente) não podendo jamais ser eliminado.

Assim podemos concluir que, dependendo do tipo de arquivo, os documentos permanentes (de valor secundário) poderão ser utilizados como fontes de pesquisa científica, histórica, cultural, educacional entre outras.

Entretanto, na utilização do documento como fonte de pesquisa, não poderá ser ignorado o motivo pelo qual o documento foi originalmente criado (valor primário ou administrativo).Parte superior do formulário

Na arquivologia, quando nos referimos ao valor dos documentos não é financeiro, mas sim ao seu valor enquanto gênero.

Fundamentalmente temos dois valores: o primário e o secundário.

O valor primário ou imediato é inerente a criação do documento, podendo apresentar valor administrativo, fiscal ou jurídico.

Vejamos os conceitos:

  • Administrativo: quando o documento é necessário às atividades cotidianas / correntes de quem o criou.

  • Fiscal: neste caso o documento é gerado para comprovar operações financeiras e seu valor cessa quando tal operação se conclui. Porém é preciso manter o documento por um determinado período para cumprir exigências fiscais ou legais.

  • Jurídico: os documentos com esse valor comprovam direitos a curto ou longo prazo

O valor secundário ou mediato é identificado quando cessa o valor primário e a guarda do documento faz-se necessária permanentemente. Podemos enquadrar o valor secundário em duas categorias:

Probatório: atribui-se quando o documento comprova a organização e o funcionamento da entidade que o produziu ou comprova as ações de determinado indivíduo que o produziu.

Informativo: quando os documentos registram informações sobre pessoas, lugares, objetos, fatos ou fenômenos que aconteceram e que se pretende preservar.
