O Triângulo de Governo é uma ferramenta muito útil para a análise de viabilidade política de projetos e ações de governo. O modelo é formado por três variáveis interdependentes:* Projeto [o que fazer]* Força [dificuldade para agir]: relação entre as variáveis de poder que estão dentro ou fora de controle do ator que planeja.* Capacidade de Governo: capacidade para fazer, experiência de gestão, conhecimento, métodos, técnicas, habilidades, controle de meios e recursos. Criado pelo chileno CARLOS MATUS: Planejamento estratégico situacional (PES) e o tal triângulo de governo.

As três pontas do triângulo:

1. Projeto de Governo – É o próprio conteúdo da proposta de governo, os marcos, as propostas feitas à população que o elegeu (ou dos pontos a serem perseguidos caso o Planejamento Estratégico Situacional anteceda as eleições). Começa pela eleição de problemas e como serão enfrentados, bem como de oportunidades a serem aproveitadas. Limites de efetividade do Projeto de Governo: a) nenhum governo pode ser melhor que sua seleção de problemas e oportunidades; b) nenhum governo pode ser melhor que a qualidade do processamento dos problemas e de oportunidades.

2. Capacidade de Governo – Composto pelo capital intelectual, experiência, capacidades pessoal e institucional de governo. Limites de efetividade da Capacidade de Governo: nenhum governo pode ser melhor que a capacidade pessoal e institucional de governo, o que lhe permite elaborar um projeto de governo inteligente, administrar a governabilidade e criar ferramentas de governo.

3. Governabilidade – É a relação entre o peso das variáveis que o ator controla e as que não controla. Como na realidade social há vários agentes que planejam com objetivos conflitantes. A eficácia do meu plano depende da eficácia das estratégias dos meus oponentes e aliados. Limites de efetividade da Governabilidade: nenhum governo pode fazer mais do que permite a governabilidade, pois essa limita seu projeto.
