Quais São As Funções Básicas de Fayol?

Anteriormente, aprendemos sobre os princípios de Fayol (que são quatorze) e as funções do Administrador segundo esse mesmo autor. Porém, como ele não parou nisso, e elaborou uma infinidade de coisas ao longo da sua jornada, resta a nós, meros mortais, memorizarmos o máximo possível sobre ele (e acerca de suas invenções). Por isso, pergunto: quais são as funções básicas de Fayol? Você sabe? Repare que eu não disse funções do administrador ou princípios. Eu disse: funções básicas de Fayol. Também nos deparamos na literatura com “funções básicas da administração”.

Vamos começar com uma questão da VUNESP (2013):

QUESTÃO CERTA: O engenheiro francês Jules Henri Fayol trabalhou por mais de trinta anos em uma indústria. Ao longo de sua vida profissional, adquiriu o hábito de anotar diariamente fatos que chamam a sua atenção na condução administrativa da referida indústria e identificou algumas funções que, até hoje, predominam no processo de departamentalização das organizações. São elas: técnicas, comerciais, financeiras, contábeis, de segurança e administrativas.

Fayol expôs que toda empresa apresenta 06 funções básicas.

Decore: “ATÉ COCO FIS” (é, eu sei, o mnemônico é horroroso, mas é o que nos resta):

  • Administrativas;
  • Técnicas;
  • Comerciais;
  • Contábeis;
  • Financeiras;
  • Segurança;

FGV (2010):

QUESTÃO CERTA:  De acordo com a teoria clássica da administração, as transformações e as permutas são exemplos, nas empresas, das operações: técnicas e comerciais.

Funções Técnicas: produção e transformação de bens e serviços;

Funções Comerciais: compra, venda e permuta;

Funções Financeiras: procura e gerência de capitais;

Funções de Segurança: proteção e preservação de bens e pessoas;

Funções Contábeis: inventários, registros, balanços, verificação de custos;

Funções Administrativas: coordenam e sincronizam todas as funções.

CEBRASPE (2009):

QUESTÃO ERRADA: De acordo com a teoria proposta por Fayol, são funções administrativas as atividades técnicas, comerciais, sociais, financeiras, contábeis e administrativas.

Eu sei que funções administrativas nos faz pensar em funções do administrador – POC3 (planejar, organizar, comandar, coordenar e controlar). Mas como a examinadora CEBRASPE colocou todas as funções básicas de Fayol, vamos pensar por esse lado. O erro está em ‘sociais’, visto que o correto é segurança.

QUESTÃO ERRADA: As funções básicas da administração são marketing, produção, vendas e finanças.

Não, as funções básicas da Administração, ou funções básicas de Fayol, não são essas. Veja a lista acima. 

CEBRASPE (2016):

QUESTÃO CERTA: Conforme a teoria clássica da administração, o ato de administrar compreende prever ou planejar, organizar, comandar, coordenar e controlar, e as funções básicas das organizações são as seguintes: técnicas, comerciais, financeiras, de segurança, contábeis e administrativas.

Interessante que essa questão citou as funções do administrador (POC3) e, na sequência, falou das funções básicas de Fayol, ou funções da Administração. Uma ótima questão para revisarmos o que vimos até aqui.
