São bens que embora possam ser explorados pelo setor privado, podem e devem ser produzidos pelo setor público para evitar que a população de baixa renda seja excluída do seu consumo, também, como os bens públicos, são financiados pela tributação. A definição de bens meritórios está associada a valores históricos, culturais e políticos partilhados por determinado grupo social. Os bens meritórios são definidos por possuir importância social. Os chamados “bens semipúblicos ou meritórios” não estão sujeitos àqueles princípios e características que mencionamos acima, ao tratarmos dos bens públicos puros: indivisibilidade de consumo, uso não rival e princípio da não exclusão. Pelo contrário, detêm as características de bens privados.

Entretanto, reconhece-se nesse tipo de bens um valor social que justifica a mobilização de recursos e esforços governamentais para garantir seu fornecimento (pode-se dizer, de outra forma, que a oferta de bens meritórios produz uma série de externalidades positivas). A iniciativa privada pode também oferecê-los (e isso acontece com frequência), mas o Estado sempre deverá estar vigilante quanto à quantidade disponibilizada desses bens. Os bens meritórios mais emblemáticos são a educação e a saúde. A assertiva erra ao classificar os serviços de saúde como Bens Públicos, pois a mesma está classificada como Bem Meritório. Vejamos os conceitos:

Bens Privados: São bens que têm característica do uso ser individual, ou seja, o consumo de uma pessoa exclui o consumo da outra. Geralmente estes bens são oferecidos pela iniciativa privada. Bens públicos

São bens cujo consumo é efetuado por toda a coletividade. Não se aplica o princípio da exclusão, ou seja, não é necessário pagar para obtê-los. Além disso, eles não são rivais, isto é, o consumo de um não impede o consumo de outro. Na maioria das vezes, eles são oferecidos pelo poder público com o objetivo de satisfazer as necessidades coletivas, utilizando-se da tributação para captação de recursos para seu financiamento. Ex.: Defesa Nacional, Administração da Justiça. Mas também se incluem praias, lagos, softwares livres.

Bens Meritórios: são bens que embora possam ser explorados pelo setor privado, podem e devem ser produzidos pelo setor público para evitar que a população de baixa renda seja excluída do seu consumo, também, como os bens públicos, são financiados pela tributação. A definição de bens meritórios está associada a valores históricos, culturais e políticos partilhados por determinado grupo social. Os bens meritórios são definidos por possuir importância social. Ex.: educação, saúde.

Os bens públicos puros são de consumo indivisível e não excludente (não rival).

Bens públicos puros são oferecidos diretamente pelo Estado porque são essenciais ao bem-estar da população – ao mesmo tempo em que não são passíveis de comércio pelo mercado (são indivisíveis e não excludentes)

Os bens semipúblicos ou meritórios são oferecidos tanto pelo Estado como pelo mercado porque não possuem as características de indivisibilidade e não exclusão.

QUESTÃO CERTA: Os bens meritórios apresentam algum grau de exclusão. Por isso podem ser providos pelo setor privado. Um exemplo é o da educação, que gera externalidades positivas para toda a sociedade. Este motivo faz com que o setor público também oferte este tipo de bem ou serviço, sendo financiado via tributação.

Os bens meritórios, de que são exemplos clássicos a saúde e a educação, não detêm as características dos bens públicos, ou seja, estão sujeitos ao princípio da exclusão e da rivalidade. Além disso, a oferta desses bens pelo governo, assim como no caso dos bens públicos, é custeada pelos recursos arrecadados via tributação.

QUESTÃO CERTA: Uma das características dos bens semipúblicos é um elevado grau de externalidade em razão de os benefícios advindos do seu consumo não serem totalmente internalizados pelo indivíduo que o consome.

No caso dos bens meritórios, não se aguarda que os consumidores se submetam aos preços e condições exigidos pelo mercado. O Estado deve interferir no sistema produtivo, de modo a aumentar a disponibilidade e diminuir o preço dos bens meritórios, de modo a ampliar os efeitos positivos deles decorrentes, que, realmente, ultrapassam a esfera individual de consumo.
