CEBRASPE (2016):

QUESTÃO ERRADA: Na organização funcional, a autoridade centraliza as decisões aos postos mais altos da hierarquia.

A estrutura funcional, na realidade, é baseada na Especialização, onde há Descentralização das Decisões.

A organização FUNCIONAL aplica o princípio da ESPECIALIZAÇÃO DAS FUNÇÕES, separando, distinguindo e especializando. Nela, a autoridade é dividida com base na especialização, não há nenhum superior com autoridade total sobre os subordinados e as decisões são descentralizadas, pois não é a hierarquia, mas a especialização que promove as decisões.

Conflitos entre autoridade de linha x staff. É importante salientar que não houve uma descentralização de autoridade, mas apenas uma divisão de acordo com assuntos que a autoridade de linha não dominava. As linhas de staff, por fazerem papel de assessoria especializada, vieram suprir o problema do “chefe generalista”, observado por Fayol, em que a cadeia única de comando era sobrecarregada com problemáticas que envolviam uma série de variáveis.

FCC (2010):

QUESTÃO CERTA: Em uma estrutura funcional: o grau de inovação é baixo e há uma visão restrita das metas organizacionais.

Departamentalização Funcional

Vantagens – Junta especialistas em um só departamento melhorando a interação e o treinamento, é indicado p/ ambientes estáveis;

Desvantagens – Cria barreiras entre outros departamentos e há dificuldade de adaptação a mudanças.

A horizontal representa a tendência de criar departamentos especializados no mesmo nível hierárquico, cada qual com suas funções e tarefas. Ex.: gerência de Marketing, gerência de Produção, gerência de Recursos Humanos, etc.

A vertical caracteriza-se pelos níveis hierárquicos (chefia), pois, na medida em que ocorre a especialização horizontal do trabalho, é necessário coordenar essas diferentes atividades e funções. Ex.: Presidência, Diretoria-Geral, Gerências, Coordenadorias, Seções, etc.
