Modelo de financiamento de passivos
18. Sempre que a concedente tiver obrigação incondicional de pagamento à concessionária, em espécie ou por meio de qualquer outro ativo financeiro, decorrente da construção, desenvolvimento, aquisição ou melhoria do ativo da concessão do serviço, a concedente deve contabilizar o passivo reconhecido conforme o item 14 como passivo de financiamento.

QUESTÃO CERTA: Sempre que a concedente tiver uma obrigação incondicional de pagamento ao concessionário, em espécie ou por meio de qualquer outro ativo financeiro, decorrente da construção, desenvolvimento, aquisição ou melhoria do ativo da concessão do serviço, a concedente deve contabilizar o passivo. ( ) Quando o ativo e o serviço de um acordo de concessão de serviços forem identificáveis separadamente, o pagamento pelos serviços prestados pelo concessionário e o pagamento pelo ativo devem ser determinados por meio de técnicas de estimação. Quando o ativo e o serviço não forem identificáveis separadamente, a parcela dos serviços relacionada aos pagamentos da concedente ao concessionário deve ter por referência o valor justo.

QUESTÃO CERTA: Nos Contratos de Concessão de Serviços Públicos abordados na NBC TSP 05, a entidade concedente pode tratar o reconhecimento e a mensuração de passivos relacionados ao contrato a partir de três modelos. O modelo de financiamento de passivos se caracteriza pela: existência de obrigação incondicional de pagamento à concessionária decorrente da construção, desenvolvimento ou melhoria do ativo da concessão.
